GENERAL DESCRIPTION
The Accountant is to assist the Finance Manager with office services by following procedures and compliance with CMA financial policies to insure that all accounting practices are adhered to in a professional manner. To ensure that financial data is processed appropriately, accurately and that financial and clerical support activities are performed in a timely manner. The Account must understand and abide by ethical professional standards of the confidentiality of all the organizational accounts and business.
SPECIFIC DUTIES
1. The Accountant must know CMA’s accounting systems, procedures and policies and insure that they are being followed and practiced properly e.g. general ledger entries, accounts receivable and account payable, bank reconciliation statements, payrolls, handling and reconciliation of petty cash, financial reporting etc.
2. Will prepare monthly financial statements on all projects funding including the Nairobi office operations and have them available to the Finance Manager on a monthly basis.
3. Assist the Finance Manager with financial reports required by the donors and CMA partners.
4. Assist the Finance Manager with the control and regulation of project budgets to ensure they are staying in accordance to the proposed budget line items.
5. Responsible to maintain cash accounts, cash flow, cash payments, including giving out of approved cash disbursements, receipting & recording of income, currency exchange etc. The Accountant is to ensure that proper documentation is in place and security measures are practiced when handling cash.
6. Responsible for preparing cheques, payment vouchers and ensuring that all expenditure payments have proper approval and documentation and that all invoices and payments are paid in a timely manner e.g. invoices utility bills, rents, phones etc.
7. Filing of annual statutory returns of; NSSF, NHIF, PAYE, withholding tax etc.
QUALIFICATION AND EXPERIENCE REQUIREMENTS
• Bachelor degree in Commerce, Majoring in Accounts or the equivalent
• CPA(K)
• Experience on Budgeting and Grant Financial Management
• Experience on Donor relations and report writing.
• 3 years experience in Accounting.
• Experience with an NGO or UN agencies.
• Knowledge of USAID financial policy and procedures
• Ability to work in a cross-cultural environment
• Must be a good team player
• Committed Christian

JOB DESCRIPTION FOR CHD CAPACITY BUILDING OFFICER:
GENERAL DESCRIPTION
Christian Mission Aid, as an International Christian disaster response and development organization was founded in 1986. CMA major programs are Christian Outreach, Children Ministry, Community development and Aid and Relief.CMA has worked in South Sudan since 1993 in areas of Primary Healthcare, Food Security, Capacity building, Comprehensive Eye Care and Christian Outreach programs.
The County Health Department (CHD) is a critical part of the health care delivery system or Ministry of health that ensures that services are delivered efficiently and effectively in the county according to the national plan and standards in South Sudan.
The CHD works with the County Health Board (CHB) which is the governance arm of the County Health Authority in Sudan. The CHB serves to link the CHD directly with the County Commissioner’s Office enabling the CHD to be effectively represented in the County Administrative Authority thereby enabling advocacy especially for adequate resource allocation and/or generation for health care.
The CHD Capacity Building officer in CMA will work with CHDs of Fangak and Nyirol Counties of Jonglei State; and Longichok County of Upper Nile State. He will build the capacity of the CHD staffs, to enable them carry out their duties and responsibilities as stipulated in the Basic Package of Health Services (BPHS) and CHD Function guidelines.
SPECIFIC PROGRAM RELATED DUTIES
The CHD CB Officer technical responsibilities will include:
- Identify needs of the CHD and the gaps in the capacity of the CHD and present proposals which will meet the necessary needs to build the capacity of the CHD offices.
- Sensitize the CHD staffs and the County Health Board on their roles and responsibilities as stipulated in the County Health Department function guidelines which are produced by MOH GOSS.
- Assist the CHD to form:
- County Health Board
- Payam Health Management Team
- Boma Health Committee
4. Facilitate Trainings/workshops for the CHDs in Nyirol, Fangak and Longichok on:
- CHD Management the training will cover management and leadership of the CHD. The participants would be, the CHD Officer, Disease surveillance, M&E officer, County Nursing Officer and other technical staff.
- Principles and components of Primary Health Care
- Management of Pharmaceuticals and other Medical commodities
- Health Facility Supervision and Monitoring
- Administration, finance, human resource management and planning
- Communication, community mobilization and advocacy
- Leadership skills
- Basic Computer Skills
- Report writing and where to disseminate the reports
- Any other training that is essential for the efficient and effective functioning of the CHD
5. Assist the CHDs in designing and developing Health facility, Monitoring & Evaluation, Supervisory Tools and train them on data collection, analysis and reporting.
6. Plan, facilitate and coordinate visits by the CHD officers to the CMA locations and State MOH or MOH GOSS
7. Compile and submit a written reports (weekly and monthly) detailing the identified needs of the CHD trainings carried out successes and constraints or challenges encountered; and suggest possible ways of mitigating the challenges.
8. Assist in the development and growth of the CMA Christian Ministries and Christian Churches in the area, in whatever capacity deemed appropriate by the CMA leadership and local church officials.
QUALIFICATION AND EXPERIENCE REQUIREMENTS
- At least a Diploma in Medical Sciences: Clinical Officer, Medical Assistant, Nurse, Community Health, Public Health or Healthcare Planning or Management in Developing Countries; or Development Studies/Social Sciences: International Development, Community Development; or Medical Anthropology and/or Sociology;
- At least 2-5 years experience in capacity building and training or training of trainers;
- Experience in working with international, national and community based organizations/NGOs or (local) authorities;
- Is willing and able to travel to different program locations on regular bases;
- Working knowledge of Microsoft Windows and Office programs (Word, Excel and power point);
- Highly ethical attitude towards work and is willing to work under difficult circumstances
- Ability to work independently with minimum supervision and meet deadlines;
- Has sensitivity to cultural diversity and understanding of the political and ethical issues in assigned areas.
WORKING CONDITIONS
Working in remote areas, non-regular working hours, working outdoors, travel conditions, etc
The position will require mainly working in Sudan.
